In the video posted by AIT, Wike recounted taking the governor and officials to Germany to negotiate with Julius Berger for the project. Wike suggested that completing the Ring Road would enhance the governor's chances for reelection and proposed a financing strategy involving borrowing from Zenith Bank and gradual repayment to Julius Berger.

According to him, "Let me tell you, I challenge anybody. All projects you're seeing there, I laid the foundation. I said, Listen, for your second tenure, the Ring Road, I passed it as governor in the Executive Council meeting. I said you must do this road, as you're coming. I took him to Wiesbaden in Germany with the commissioner of works and director of procurement to go and negotiate with Julius Berger. I said, look, if you do this ring road, your second tenure is assured. I told him, Go and borrow money from Zenith Bank, pay Julius Berger, and let them be deducting from you every month."
